SECTION 1: ADMINISTRATION.
The Hong Kong War Memorial Fund Ordinance No. 10 of 1947 was passed on 20th February, 1947. In accordance with its provisions, relief is given from the Fund to various categories of persons who have been bereaved during the battle of Hong Kong and the period of its occupation by the Japanese. The following Report on the administration of this Fund for the year 1948 is issued in accordance with the provisions of this Ordinance.
2. The Committee appointed by H.E. the Governor in April, 1947 remains substantially the same in personnel but certain members were absent for part of the period under review. The Chairman went on leave to the United Kingdom in July and has only recently returned, necessitating some delay in the publication of this Report. During his absence Dr. the Hon. S. X. Chau was gazetted Chairman and while he was away at intervals from the Colony, Mr. Ngan Shing Kwan deputised.
The Honourable A. Morse was likewise absent for some months, his position on the Committee being taken by Mr. A. S. Adamson.
In April the Honourable R. D. Gillespie left the Colony on transfer, his place being taken by Mr. D. H. Blake.
By the retirement of Mr. B. Wylie, owing to failing health, the Committee lost one of its most valued members. His deep knowledge of the Colony's affairs, which he was ever ready to Mr. F. P. place at our disposal was of the greatest assistance. Franklin was appointed to take his place.
Mr. J. H. Ruttonjee was absent for some months and the Committee was pleased to welcome him back in November after his world tour.
Miss Shin Tak Hing returned from her visit to the United States of America in August. Mrs. Li Shu Pui having ably deputised for her during her absence.
